Street Plans partnered with the City of Miami Beach to develop the Flamingo Park Neighborhood Slow Streets 2.0 Plan, a district-scale quick-build framework for calming traffic, improving pedestrian and bicycle comfort, and reinforcing neighborhood street character through low-cost, incremental interventions.
The project began with an existing conditions assessment and identification of traffic-calming and street design elements suited for quick-build implementation. Street Plans developed a Kit of Parts with material palettes, specifications, and cost analysis to guide consistent application across the neighborhood.
Building on the City’s 2020 Slow Streets plan, Street Plans identified two corridors for initial implementation: Jefferson Avenue (5th to 11th Street) and 13th Street (Washington to Meridian Avenue). Jefferson Avenue was designed as a two-way physically separated bicycle lane, serving as a major link in the city’s bicycle network. 13th Street was designated a neighborhood greenway with significant traffic calming measures — including median islands, curb extensions, and the first pinch points installed in Miami-Dade County. Street Plans developed full engineering drawings for both corridors and worked closely with City staff through Miami-Dade County permit review and approval.
Implementation began in September 2025, with completion scheduled for January 2026. Improvements include a two-way separated bicycle facility with protected buffer on Jefferson Avenue, curb extensions, painted median islands, and rubber speed cushions on 13th Street. Delivered through pavement markings, delineators, and MUTCD-compliant signage, the installations are being evaluated through a one-year pilot to inform future refinements and potential permanent upgrades.
